THis is just a curiosity question, but do you ask permission before shooting kids? I've always felt like, if I don't like strangers taking pictures of my kids, then maybe I shouldn't take pictures of them without permission? I end up missing out on a lot of great pics because of that. I will take some if the kid has their back to me, or you can't easily identify them but mostly i just don't.
I used to feel that way, too. In this case, the kids were in a fountain in an unenclosed, touristy, fully public area. I figured that if any parents did not want their kids photographed, they would pull them out of the fountain...and perhaps keep them out of the public altogether. :-) But in other situations I am very careful about only photographing kids when I am physically close enough to the parent/guardian to make eye contact and judge their reaction to me when I smile.
At the end of the day, if I snap a photo of a person (whether child or adult) and the person or their guardian protests, I can simply delete the photo and move on.
As a man it is a challenge, according to my photography buddies. For example, they avoid photographing children because of a fear of pedophiles, most of whom are men. But there was also a man with a DSLR photographing the kids that day. He didn't do anything to draw attention to himself, and no one protested his presence. As I said, this was a heavily-trafficked tourist spot, as opposed to a fenced-in playground.
